Visalia Unified Reaches a Historic Milestone in Biliteracy
Nearly 700 Visalia Unified students were recently honored for exceptional language milestones, demonstrating significant progress in both English language proficiency and multilingual achievement. These results highlight the effectiveness of Visalia Unified language programs and the dedication of its educators, students, and families.
A total of 462 students met the rigorous criteria to be reclassified from English Learners to fully proficient in English – a 4% increase from the previous year. These students have demonstrated the academic and social language skills necessary to engage fully in classroom instruction without specialized support. Reclassification not only marks a significant personal achievement but also creates opportunities for students to participate more broadly in elective and extracurricular programs.

In addition, 272 students from across the district earned the prestigious California State Seal of Biliteracy, an 11% increase over last year. The Seal of Biliteracy is a California State recognition for students who have attained a high level of proficiency in speaking, reading, and writing one or more languages in addition to English.
VUSD is also proud to announce a historic milestone in California education – awarding the first ever California State Seal of Biliteracy in the Lahu language. Twenty additional students are being assessed for the Seal for their proficiency in the Lahu language. Lahu is a language widely used by the Lahu people of China, Thailand, Myanmar, Vietnam, and Laos. According to a 2020 article, “roughly 1,500 Lahu people live in California — the majority live in Tulare County.” This distinction sets Visalia Unified apart as the only district in the state to award the Seal of Biliteracy in Lahu. To make this possible, the district developed custom assessments, paving the way for districts statewide and future assessment models.
The district also celebrated the success of its Newcomer program, transitioning out 15 students who met the criteria to exit. Designed to help students adjust to both the English language and American culture, the program plays a vital role in their transition to a new educational environment.
“Language is not only a tool for communication," said Superintendent Shrum. “It is an identity and bridge to understanding. I am incredibly proud of our multilingual students, their families, and the educators who have supported them all year. They truly deserve these recognitions.”
