VUSD Sets Vision for Long-Term Facilities Planning

The Visalia Unified School District (VUSD) is inviting the community to participate in the next phase of its Long-Range Facilities Master Plan. VUSD is providing transparent, easy-to-navigate information – including videos, enrollment projections, funding details, and proposed long-term solutions – to help the community understand the challenges and opportunities ahead for school facilities across the district.

To address urgent overutilization concerns, VUSD has already taken several short-term steps, including boundary adjustments, expanding capacity at Ridgeview Middle School, and moving forward with the design and construction of a new elementary school in the northwest. These projects, totaling approximately $53 million, have already begun to relieve pressure at impacted campuses. 

Looking ahead, long-term planning will focus on balancing enrollment in secondary schools, ensuring equitable learning environments, and making fiscally responsible decisions as the district prepares for the next decade. While Visalia Unified will see a slight increase in enrollment in the next few years, there is a projected 3% drop in enrollment by 2030 that must be addressed today through thoughtful and strategic planning.

“As a governance team, our goal is to make sure every student has equitable access to a great education,” said VUSD Board President Joy Naylor. “That means making thoughtful choices today that prepare us for the future. We have an opportunity to really plan for what our schools should look like in 10 years to prepare students for their future that ultimately is an investment in our entire community.”

Currently, VUSD has approximately $113.8 million in available funding through developer fees, remaining Measure A bond funds ($70 million), and state reimbursements. While this allows the district to begin planning for long-term projects, additional funding will be required for comprehensive modernization efforts across campuses, including major upgrades at schools such as Mt. Whitney High School.

“Our community’s investment eight years ago in Measure A has contributed to the important and necessary modernization of our schools, but our facilities still need significant improvements,” said Superintendent Kirk Shrum. “As we look 10 years ahead, we know that our high schools—especially Mt. Whitney—will require upgrades not only to better serve students, but also to create a high-achieving and safe learning environment in Visalia where professionals seek to raise a family.”

VUSD is now preparing for a round of community meetings on December 2nd & December 8th, where families, staff, students, and community members will have the opportunity to get an update on the latest data, and engage in dialogue around the long-term solutions.
