Bill Fulmer is a fourth generation resident of this area, but was born at Fort Bliss, Texas, because his father was stationed there during the war. When he was about six months old, his grandmother took him home to Visalia, which has been his home ever since.
Mr. Fulmer married his wife Barbara in 1965; and they have two children, Brian and Megan, who also live in Visalia with their children. He is a product of Visalia Schools. He started kindergarten in Visalia at Veva Blunt School; in fact, Mrs. Blunt was one of his teachers. He moved to Divisdadero for Grades 3-8, and to Mt. Whitney for high school, graduating in 1961. He earned an Associates of Arts Degree from COS in 1963 and his Bachelor’s Degree from California State University, Fresno, in 1972. He completed his Multiple Subjects Teaching Credential at Fresno State in 1975 and received his Master’s Degree in School Administration from Fresno Pacific College in 1988.
He joined the US Army in October of 1964 and graduated from flight school as a warrant officer helicopter pilot in October of 1965. He served in Vietnam and Germany and returned to civilian life in February 1969.
After leaving the Army, he and his wife Barbara moved back to Visalia. He worked as a helicopter pilot while attending college. In 1977, he started teaching at the Monson-Sultana School in Sultana, CA, and remained there until he retired in 2009. He taught Grades 5-8, coached football, volleyball, basketball, soccer, baseball, and track. He also served as vice-principal and principal.
He has been a member of the Visalia Masonic Lodge since 1977, serving as Master of the Lodge in 1984 and 2007. He has been a member of the Cutler-Orosi Lions Club since 1983 serving as secretary from 1983 until June of 2007. He has also served on the Board of Directors of the Region 10 TEC Center and CASA.
